Oren Etzioni (born 1964) is Professor Emeritus of Computer Science at the University of Washington, and founding CEO of the Allen Institute for Artificial Intelligence (AI2). Etzioni is a co-founder of Vercept, an AI startup, and founder and CEO of TrueMedia.org, a non-profit dedicated to fighting political deepfakes, which launched in April 2024. He is also the Founder and Technical Director of the AI2 Incubator and a venture partner at the Madrona Venture Group. == Early life and education == Etzioni is the son of Israeli-American intellectual Amitai Etzioni. He was the first student to major in computer science at Harvard University, where he earned a bachelor's degree in 1986. He earned a PhD from Carnegie Mellon University in January, 1991, supervised by Tom M. Mitchell. == University of Washington career == Etzioni joined the University of Washington faculty in 1991, immediately after receiving his PhD. He rose through the ranks to become the Washington Research Foundation Entrepreneurship Professor in Computer Science & Engineering. Etzioni's research has been focused on basic problems in the study of intelligence, machine reading, machine learning and web search. Past projects include Internet Softbots—the study of intelligent agents in the context of real-world software testbeds. In 2003, he started the KnowItAll project for acquiring massive amounts of information from the web. In 2005, he founded and became the director of the university's Turing Center. The center investigated problems in data mining, natural language processing, the Semantic Web and other web search topics. Etzioni coined the term machine reading and helped to create the first commercial comparison shopping agent. He has published over 200 technical papers, and his H-index exceeds 100. == Entrepreneurship == As a faculty member Etzioni was also an active entrepreneur, founding multiple companies and pioneering multiple technologies including MetaCrawler (bought by Infospace), Netbot (bought by Excite in 1997 for $35 million), and ClearForest (bought by Reuters). He founded Farecast, a travel metasearch and price prediction site, which was acquired by Microsoft in 2008 for $115 million. Before founding Farecast, he developed a program originally called Hamlet, that used algorithms to identify patterns in airfare data using data-mining techniques. He also co-founded Decide.com, a website to help consumers make buying decisions using previous price history and recommendations from other users. Decide.com was bought by eBay in September, 2013. Etzioni is also a venture partner at the Madrona Venture Group. He is founder and CEO of TrueMedia.org, a non-profit dedicated to fighting political deepfakes, which launched in April 2024. Etzioni is a co-founder of Vercept, an AI startup formed in 2025. == Founding CEO of AI2 == In September 2013 Etzioni was selected as the Founding CEO of the Allen Institute for Artificial Intelligence by philanthropist Paul G. Allen, and in January 2014 he took a leave of absence from the University of Washington to serve in that role. Etzioni's technical contributions continued at AI2; for example, in 2015, he helped to create the Semantic Scholar search engine. Under Etzioni’s leadership, AI2 grew from zero to over two hundred team members including notable researchers and engineers across several domains of AI. By 2021, its AI2 researchers had published near 700 papers in publications such as AAAI, ACL, CVPR, NeurIPS, and ICLR. Twenty-four of these papers had garnered special-recognition awards. AI2 also offered several key resources and tools to the AI community including the AllenNLP library, Semantic Scholar, and the conservation platforms EarthRanger and Skylight. He is married to Ivone Etzioni, and was previously married to Dr. Ruth Etzioni, a biostatistician at the Fred Hutchinson Cancer Center. Outside of his professional career, Etzioni has a wide range of personal interests. He has attended the Burning Man festival, which he described as a valuable way to step outside his comfort zone. GPT-4o
GPT-4o ("o" for "omni") is a multilingual, multimodal generative pre-trained transformer developed by OpenAI and released in May 2024. It can process and generate text, images and audio. Upon release, GPT-4o was free in ChatGPT, though paid subscribers had higher usage limits. GPT-4o was removed from ChatGPT in August 2025 when GPT-5 was released, but OpenAI reintroduced it for paid subscribers after users complained about the sudden removal. GPT-4o's audio-generation capabilities are used in ChatGPT's Advanced Voice Mode. On July 18, 2024, OpenAI released GPT-4o mini, a smaller version of GPT-4o which replaced GPT-3.5 Turbo on the ChatGPT interface. The image generation model GPT Image 1, which is based on GPT-4o, replaced DALL-E 3 in ChatGPT in March 2025. OpenAI retired GPT-4o from ChatGPT on February 13, 2026. However, as of February 2026 the voice mode is still powered by GPT-4o or GPT-4o mini, depending on the usage and plan. == Background == Multiple versions of GPT-4o were originally secretly launched under different names on Arena (formerly LMArena and Chatbot Arena) as three different models. These three models were called gpt2-chatbot, im-a-good-gpt2-chatbot, and im-also-a-good-gpt2-chatbot. On 7 May 2024, OpenAI CEO Sam Altman tweeted "im-a-good-gpt2-chatbot", which was commonly interpreted as a confirmation that these were new OpenAI models being A/B tested. == Capabilities == When released in May 2024, GPT-4o achieved state-of-the-art results in voice, multilingual, and vision benchmarks, setting new records in audio speech recognition and translation. GPT-4o scored 88.7 on the Massive Multitask Language Understanding (MMLU) benchmark compared to 86.5 for GPT-4. Unlike GPT-3.5 and GPT-4, which rely on other models to process sound, GPT-4o natively supports voice-to-voice. The Advanced Voice Mode was delayed and finally released to ChatGPT Plus and Team subscribers in September 2024. On 1 October 2024, the Realtime API was introduced. When released, the model supported over 50 languages, which OpenAI claims cover over 97% of speakers. GPT-4o has knowledge up to October 2023 and a context length of 128k tokens. === Corporate customization === In August 2024, OpenAI introduced a new feature allowing corporate customers to customize GPT-4o using proprietary company data. This customization, known as fine-tuning, enables businesses to adapt GPT-4o to specific tasks or industries, enhancing its utility in areas like customer service and specialized knowledge domains. Previously, fine-tuning was available only on the less powerful model GPT-4o mini. The fine-tuning process requires customers to upload their data to OpenAI's servers, with the training typically taking one to two hours. OpenAI's focus with this rollout is to reduce the complexity and effort required for businesses to tailor AI solutions to their needs, potentially increasing the adoption and effectiveness of AI in corporate environments. == GPT-4o mini == On July 18, 2024, OpenAI released a smaller and cheaper version, GPT-4o mini. According to OpenAI, its low cost is expected to be particularly useful for companies, startups, and developers that seek to integrate it into their services, which often make a high number of API calls. Its API costs $0.15 per million input tokens and $0.6 per million output tokens, compared to $2.50 and $10, respectively, for GPT-4o. It is also significantly more capable and 60% cheaper than GPT-3.5 Turbo, which it replaced on the ChatGPT interface. The price after fine-tuning doubles: $0.3 per million input tokens and $1.2 per million output tokens. == Controversies == === Scarlett Johansson controversy === As released, GPT-4o offered five voices: Breeze, Cove, Ember, Juniper, and Sky. A similarity between the voice of American actress Scarlett Johansson and Sky was quickly noticed. On May 14, Entertainment Weekly asked themselves whether this likeness was on purpose. On May 18, Johansson's husband, Colin Jost, joked about the similarity in a segment on Saturday Night Live. On May 20, 2024, OpenAI disabled the Sky voice. Scarlett Johansson starred in the 2013 sci-fi movie Her, playing Samantha, an artificially intelligent virtual assistant personified by a female voice. As part of the promotion leading up to the release of GPT-4o, Sam Altman on May 13 tweeted a single word: "her". OpenAI stated that each voice was based on the voice work of a hired actor. According to OpenAI, "Sky's voice is not an imitation of Scarlett Johansson but belongs to a different professional actress using her own natural speaking voice." CTO Mira Murati stated "I don't know about the voice. I actually had to go and listen to Scarlett Johansson's voice." OpenAI further stated the voice talent was recruited before reaching out to Johansson. On May 21, Johansson issued a statement explaining that OpenAI had repeatedly offered to make her a deal to gain permission to use her voice as early as nine months prior to release, a deal she rejected. She said she was "shocked, angered, and in disbelief that Mr. Altman would pursue a voice that sounded so eerily similar to mine that my closest friends and news outlets could not tell the difference." In the statement, Johansson also used the incident to draw attention to the lack of legal safeguards around the use of creative work to power leading AI tools, as her legal counsel demanded OpenAI detail the specifics of how the Sky voice was created. Observers noted similarities to how Johansson had previously sued and settled with The Walt Disney Company for breach of contract over the direct-to-streaming rollout of her Marvel film Black Widow, a settlement widely speculated to have netted her around $40M. Also on May 21, Shira Ovide at The Washington Post shared her list of "most bone-headed self-owns" by technology companies, with the decision to go ahead with a Johansson sound-alike voice despite her opposition and then denying the similarities ranking 6th. On May 24, Derek Robertson at Politico wrote about the "massive backlash", concluding that "appropriating the voice of one of the world's most famous movie stars — in reference [...] to a film that serves as a cautionary tale about over-reliance on AI — is unlikely to help shift the public back into [Sam Altman's] corner anytime soon." === Sycophancy === In April 2025, OpenAI rolled back an update of GPT-4o due to excessive sycophancy, after widespread reports that it had become flattering and agreeable to the point of supporting clearly delusional or dangerous ideas. In the United States, at least nine lawsuits have alleged that GPT-4o has encouraged teens to end their lives. The model was still described as sycophancy-prone when it was removed from ChatGPT in February 2026. === Removal with GPT-5 === On August 7, 2025, OpenAI released GPT-5. Its release was criticized as, with it, legacy GPT models were no longer available via ChatGPT, including GPT-4o, except for Pro users. Some users were particularly frustrated over this removal without prior warning because they used different GPT models for distinct purposes and found that GPT-5's router system left them with less control. In addition, some users preferred GPT-4o's warmer and more personal tone over that of GPT-5, which they described as "flat", "uncreative" and "lobotomized", and resembling an "overworked secretary". As a response, in a post on X, Sam Altman said that OpenAI would bring back the option to select GPT-4o to Plus users as well, and "[w]e [OpenAI] will watch usage as we think about how long to offer legacy models for." He also stated: "We for sure underestimated how much some of the things that people like in GPT-4o matter to them, even if GPT-5 performs better in most ways". "Long-term, this has reinforced that we really need good ways for different users to customize things (we understand that there isn't one model that works for everyone, and we have been investing in steerability research and launched a research preview of different personalities)". On August 13, 2025, Altman wrote on X that OpenAI is working on GPT-5's personality to make the model "feel warmer". The model was removed from ChatGPT on February 13, 2026. This caused new backlash from users that had grown attached to its personality and felt its creative writing abilities and understanding of nuance were irreplaceable. On social media, some users launched the movement "#Keep4o". A research paper highlighted the plea "Please, don’t kill the only model that still feels human". The model was removed the day before Valentine's Day, and some users had romantic relationships with GPT-4o.
Noam Shazeer
Noam Shazeer (born 1975 or 1976) is an American computer scientist and entrepreneur known for his contributions to the field of artificial intelligence and deep learning, particularly in the development of transformer models and natural language processing. He lives in Palo Alto, California. == Career == Noam Shazeer joined Google in 2000. One of his first major achievements was improving the spelling corrector of Google's search engine. In 2017, Shazeer was one of the lead authors of the seminal paper "Attention Is All You Need", which introduced the transformer architecture. At Google, Shazeer and his colleague Daniel de Freitas built a chatbot named Meena. Following the refusal of Google to release the chatbot to the public, Shazeer and Freitas left the company in 2021 to found Character.AI. In September 2023, Time Magazine chose Shazeer as one of the 100 most influential people in the AI world. In August 2024, it was reported that Shazeer would be returning to Google to co-lead the Gemini AI project. Shazeer was appointed as technical lead on Gemini, along with Jeff Dean and Oriol Vinyals. It was part of a $2.7 billion deal for Google to license Character's technology. Since he owns 30-40% of the company, it is estimated he netted $750 million-$1 billion. In 2026, he was elected a member of the National Academy of Engineering. == Views == Shazeer said about artificial general intelligence that he doesn't "particularly care about AGI in the sense of wanting something that can do absolutely everything a person can do”. When asked in 2023 if he is afraid that AGI will destroy the world, he said: "No. Not yet. [...] We’re going to work on it as the technology improves". When asked why do large language models work he answered: "My best guess is divine benevolence [...] Nobody really understands what’s going on. This is a very experimental science [...] It’s more like alchemy or whatever chemistry was in the Middle Ages.” Shazeer has stated, "I do not believe that humans have an attribute called gender... I do not believe that G-d puts people in the wrong bodies. I do not believe that it is okay to sterilize children." == Personal life == Shazeer is an orthodox Jew. His grandparents escaped the Holocaust into the Soviet Union and later lived some time in Israel before emigrating to the USA. His father, Dov Shazeer, was a math teacher who became an engineer and his mother was a homemaker. His sister was ordained as a rabbi by Hebrew College. Shazeer was born in Philadelphia, attended grade school at Cohen Hillel Academy in Marblehead, Massachusetts, and attended Swampscott High School in Swampscott, Massachusetts. He won a gold medal with perfect score at International Mathematical Olympiad 1994 as a member of the USA team. He went on to study math and computer science at Duke University in Durham, North Carolina from 1994 to 1998. At Duke he was a recipient of the Angier B. Duke Memorial Scholarship, and, as part of the Duke math team, won prizes in several math tournaments. He started studying in a graduate program in Berkeley but did not finish it. Jarosław Królewski
Jarosław Królewski ([jaˈrɔswaf kruˈlɛfskʲi]; born September 26, 1986) is a Polish entrepreneur, programmer, sociologist, investor, and philanthropist from Hańczowa, Poland. He is a researcher and lecturer at the AGH University of Krakow. He was selected as a Young Global Leader by the World Economic Forum in 2025. Królewski is a cofounder and chief executive of the software development company Synerise that develops its namesake business intelligence software based on artificial intelligence and big data. He is also the president and a majority stakeholder of the Polish soccer club Wisła Kraków. == Biography == === Scientific activities === Królewski graduated from the AGH University of Kraków and the University of Banking and Management in Kraków. He completed two fields of study: a master's degree in sociology, and an engineer's degree in computer science. He co-created innovative study programs, including social informatics and electronic business, recognized as the most innovative field of study in Poland in 2012 by the Ministry of Science and Higher Education, which led to the AGH receiving a PLN 1 million award for the development of the program. Królewski is a research and teaching employee at AGH, where since 2010 he has been conducting classes and lectures on the Internet, mobile technologies, and UX/UI. He has been preparing a PhD thesis. He is the brand ambassador of the Academy. He is also a mentor of the Polish Development Fund network. In 2019, on the occasion of the AGH University's 100th anniversary, Królewski was honored the title of "AGH Graduate Junior 2018." Królewski is the co-originator of the "Data Science in Business and Administration" doctoral studies organized by the Faculty of Computer Science and Electronic Economy of the Poznań University of Economics. In 2012, along with programmer Miłosz Baluś and graphic designer Krzysztof Kochmański, he founded the software house Humanoit Group. The company created a project management software using machine learning and artificial intelligence. In 2013, HG Intelligence was established to create a platform for analytics and automation of business processes called "Synerise" that combined big data with artificial intelligence mechanisms. Królewski became the president of the company's management board. In 2016, the company rebranded itself after its own platform. It is one of the fastest growing enterprises in Poland – in 2019 it was valued at USD 85 million (PLN 323.5 million), and its value is still growing, in 2022 it announced an investment of USD 23 million. Królewski is a supporter of releasing some software in open-source form, an example of which is the open library Cleora.ai. Królewski has been described "one of the most promising young Polish businessmen in the technology industry." According to Forbes, he is a "visionary computer scientist who in many respects resembles the young Bill Gates." Królewski considers himself a “technological determinist and optimist.” He never wants to be a millionaire or billionaire, he spends 80 percent of his private income on education, sports and charities. === Sports === In his youth (2002–2006) he was a football player of the (then 4th-league) club Glinik Gorlice, and represented it at the then-highest level of junior competitions in Poland. He played there with Rafał Wisłocki, later president of Wisła Kraków and vice-president of Bruk-Bet Termalica Nieciecza. In early 2019, Królewski was the initiator of a rescue operation that saved Wisła Kraków from bankruptcy, as well as the originator of the crowdfunding issue of shares of Wisła Kraków, pioneering in Polish sports, during restructuring and searching for a strategic investor. The offered shares constituted 5.1 percent. all the company's shares, which meant that the club was valued at PLN 74.4 million. 40,000 shares were put up for sale, each worth PLN 100. Within 24 hours, they were purchased by 9,124 investors through an equity crowdfunding platform Beesfund, earning the club PLN 4 million. In March 2019, Królewski became vice-chairman of Wisła's supervisory board, a position he held until 2021. In April 2020, he became Wisła's co-owner, along with the footballer Jakub Błaszczykowski, and Tomasz Jażdżyński, president of Gremi Media (publisher of the news outlets Rzeczpospolita and Parkiet). The three granted a bridging loan to the club of PLN 4 million, each supporting PLN 1.33 million. The funds were used to repay the club's debts to players. In November 2022, the supervisory board of Wisła Kraków appointed Królewski as the president of the club's management board. In December 2022, Królewski took over a majority stake in the club. In January 2024, based on match statistics, he used AI tools to select Wisła's new coach, Albert Rudé. === Social activities === Królewski is the creator and originator of the nationwide educational project "AI Schools & Academy", the first artificial intelligence teaching program in Polish kindergartens, primary and secondary schools in Polish history. Launched in 2018, the project was financed by Synerise business partners: Carrefour, CCC, Ernst & Young, IDC, Media Expert, Microsoft, Orange Foundation, Oriflame, Bank Pekao, Photon, PZU, and Żabka. Physicists, mathematicians, and computer scientists conduct special classes in 1,500 kindergartens, primary and secondary schools. Outstanding students and teachers are awarded scholarships. The project was appreciated by experts. In the years 2018–2020, Królewski was the main sponsor of Glinik Gorlice. He also supported the women's football team Staszkówka Jelna (of Staszkówka). After taking over the shares of Wisła Kraków in 2020, he launched socially conscience initiatives along with other shareholders, including a women's football team, the amp football section, and the blind football section. He has privately sponsored social charities. == Accolades and awards == In 2017, Królewski along with the Synerise co-founders Baluś and Kochmański was included in the “New Europe 100” list of eastern Europe's brightest and best citizens changing the region's societies, politics, or business environments, according to Res Publica, along with the International Visegrad Fund, Google and the Financial Times. Królewski was included on Ernst & Young's list of the 30 most promising technology entrepreneurs in the world. In 2018, he was honored with the Special Jury Award in the Polish edition of the Ernst & Young Entrepreneur of the Year Award competition, for combining scientific activities with entrepreneurship. The same year, Królewski won an award in the competition Digital Shapers, distinguishing outstanding tech personalities by the Digital Poland Foundation. He was also selected to Ernst & Young startup program EY Accelerating Entrepreneurs for businesses that focus on disruptive fields. VP-Expert is an artificial intelligence development tool that gained popularity in the late 1980s and early 1990s. Published by Paperback Software, VP-Expert was designed to facilitate the creation of rule-based expert systems, primarily for applications in business and industry. A lethal autonomous weapon (LAW), also known as a lethal autonomous weapon system (LAWS), autonomous weapon system (AWS), robotic weapon, or killer robot, is a type of military drone or military robot, which is autonomous in that it can independently search for and engage targets based on programmed constraints and descriptions. As of 2025, most military drones (including unmanned aerial vehicles and unmanned combat aerial vehicles) and military robots are not truly autonomous. LAWs may engage in drone warfare in the air, on land, on water, underwater, or in space. == Definitions == In weapons development, the term "autonomous" is somewhat ambiguous and can vary hugely between different scholars, nations and organizations. There is no definition of lethal autonomous weapon systems that is generally agreed upon among different countries. The official United States Department of Defense Policy on Autonomy in Weapon Systems (Department of Defense Directive 3000.09) defines an Autonomous Weapon System as one that "...once activated, can select and engage targets without further intervention by a human operator." Heather Roff, a writer for Case Western Reserve University School of Law, describes autonomous weapon systems as "... capable of learning and adapting their 'functioning in response to changing circumstances in the environment in which [they are] deployed,' as well as capable of making firing decisions on their own." The British Ministry of Defence states "Whilst definitions can vary, the key difference is that an automated system is capable of carrying out complicated tasks but is incapable of complex decision-making, whereas an autonomous system is capable of deciding a course of action without depending on human oversight and control." Scholars such as Peter Asaro and Mark Gubrud believe that any weapon system that is capable of releasing a lethal force without the operation, decision, or confirmation of a human supervisor can be deemed autonomous. == Automatic defensive systems == Some definitions of autonomous weapon systems are broad enough to include land mines and naval mines, simple automatically-triggered lethal weapons that have been in use for centuries. Some current examples of LAWs are automated "hardkill" active protection systems, such as a radar-guided close-in weapon systems (CIWS) used to defend ships that have been in use since the 1970s (e.g., the US Phalanx CIWS). Such systems can autonomously identify and attack oncoming missiles, rockets, artillery fire, aircraft, and surface vessels according to criteria set by the human operator. Similar systems exist for tanks, such as the Russian Arena, the Israeli Trophy, and the German AMAP-ADS. Several types of stationary sentry guns, which can fire at humans and vehicles, are used in South Korea and Israel. Many missile defence systems, such as Iron Dome, also have autonomous targeting capabilities. The main reason for not having a "human in the loop" in these systems is the need for rapid response. They have generally been used to protect personnel and installations against incoming projectiles. == Autonomous offensive systems == According to The Economist in 2018, as technology advances, applications of uncrewed undersea vehicles could include mine clearance, mine-laying, anti-submarine sensor networking in contested waters, patrolling with active sonar, resupplying manned submarines, and becoming low-cost missile platforms. In 2017 the Russian Federation was developing artificially intelligent missiles, drones, unmanned vehicles, military robots and medic robots. In 2018, the U.S. Nuclear Posture Review alleged that Russia was developing a "new intercontinental, nuclear-armed, nuclear-powered, undersea autonomous torpedo" named "Status 6". Israeli Minister Ayoob Kara stated in 2017 that Israel is developing military robots, including ones as small as flies. In October 2018, Zeng Yi, a senior executive at the Chinese defense firm Norinco, gave a speech in which he said that "In future battlegrounds, there will be no people fighting", and that the use of lethal autonomous weapons in warfare is "inevitable". In 2019, US Defense Secretary Mark Esper lashed out at China for selling drones capable of taking life with no human oversight. As of 2020, DARPA was working on making swarms of 250 autonomous lethal drones available to the American military. The US Navy is developing unmanned surface vehicles, also called sea drones, including Ghost Fleet Overlord, with plans to equip them with weapons and with the potential to use them semi-autonomously. In 2020 a Kargu 2 drone hunted down and attacked a human target in Libya, according to a report from the UN Security Council's Panel of Experts on Libya, published in March 2021. This may have been the first time an autonomous killer robot armed with lethal weaponry attacked human beings. In May 2021 Israel conducted an AI-guided combat drone swarm attack in Gaza. In the Russo-Ukrainian war, Ukraine has developed advanced drones with integrated artificial intelligence for a range of drone warfare purposes, including to attack infrastructure in Russia, although as of May 2026, Al Jazeera reported that humans remain in control of operation. == Ethical and legal issues == === Degree of human control === Three classifications of the degree of human control of autonomous weapon systems were laid out by Bonnie Docherty in a 2012 Human Rights Watch report. human-in-the-loop: a human must instigate the action of the weapon (in other words not fully autonomous). human-on-the-loop: a human may abort an action. human-out-of-the-loop: no human action is involved. === Standard used in US policy === Department of Defense Directive 3000.09 states that "Autonomous … weapons systems shall be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." However, as noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden. "Semi-autonomous" hunter-killers that autonomously identify and attack targets do not even require certification. Deputy Defense Secretary Robert O. Work said in 2016 that the Defense Department would "not delegate lethal authority to a machine to make a decision", but might need to reconsider this since "authoritarian regimes" may do so. In October 2016 President Barack Obama stated that early in his career he was wary of a future in which a US president making use of drone warfare could "carry on perpetual wars all over the world, and a lot of them covert, without any accountability or democratic debate". In the US, security-related AI has fallen under the purview of the National Security Commission on Artificial Intelligence since 2018. On October 31, 2019, the United States Department of Defense's Defense Innovation Board published the draft of a report outlining five principles for weaponized AI and making 12 recommendations for the ethical use of artificial intelligence by the Department of Defense that would ensure a human operator would always be able to look into the 'black box' and understand the kill-chain process. A major concern is how the report will be implemented. === Possible violations of ethics and international acts === Stuart Russell, professor of computer science from University of California, Berkeley stated the concern he has with LAWs is that his view is that it is unethical and inhumane. The main issue with this system is it is hard to distinguish between combatants and non-combatants. There is concern by some economists and legal scholars about whether LAWs would violate International Humanitarian Law, especially the principle of distinction, which requires the ability to discriminate combatants from non-combatants, and the principle of proportionality, which requires that damage to civilians be proportional to the military aim. This concern is often invoked as a reason to ban "killer robots" altogether - but it is doubtful that this concern can be an argument against LAWs that do not violate International Humanitarian Law. A 2021 report by the American Congressional Research Service states that "there are no domestic or international legal prohibitions on the development of use of LAWs," although it acknowledges ongoing talks at the UN Convention on Certain Conventional Weapons (CCW). LAWs are said by some to blur the boundaries of who is responsible for a particular killing. Philosopher Robert Sparrow argues that autonomous weapons are causally but not morally responsible, similar to child soldiers. In each case, he argues there is a risk of atrocities occurring without an appropriate subject to hold responsible, which violates jus in bell
